After the fall of the Soviet Union, Mouski was released from prison and quickly reconnected with Russia's top crime families where he went right back to extorting business owners and other goonish activities for various syndicates, but has never been connected with any particular family.

He is wanted for questioning in Russia for hits on several high ranking members of an opposing crime family he is known to work for. This prompted him to move to Los Angeles in the mid 1990's where he quickly made a name for himself shaking down business owners along Ventura Blvd. in the San Fernando Valley
